   STARBASE PHOENIX : Deck Layout: 1 - 268
As with any Federation starbase, the Phoenix is a complex system consisting of numerous components, which function in an integrated manner, to allow base personnel to fulfill their primary mission objectives. The following lists all major operative areas and departments on board Starbase Phoenix, from Decks 1 through 268, as of its intital commission date. Information on Decks 269 to 700 can be found by clicking here.
   Decks 1 - 69

Command and Control (CNC or Control). The Command and Control room houses workstations for all Command Crew. The CNC is used in emergency situations and is also responsible for the top phaser rings of the station (control of those phasers always rests with the CNC). The First Officer's (XO) office is off to one side, opposite the the Commander's ready room. A mini-holodeck for real-time situational imaging and analysis is also present on Deck 1.

The CNC has two concentric circles, with the center being slightly below the outside one.  The CO and XO's command seats are at the "head" of the top level, right outside Commander's ready room. The Operations deck is in the centre circle and monitors all matters internal, while the outside circle holds Science as well as several window panels.  The main viewscreen is opposite the CO and XO's chairs on the other side of the outer circle, and is slightly raised to allow an unobstructed view.

Main Computer Core. Each deck has an access port to the Core. The Core is a large Neural Net Computer (NNC). Deck 8 contains a Core-dedicated Auxiliary Fusion Reactor.

Upper Sensor Grids. Two other sensor grids exist on the station, located on Deck 365 and Deck 575. The grid is interconnected and channels received information into the Main Computer Core.

Shuttle Bays 1-30. There are currently 20 Shuttle craft aboard Starbase Phoenix. Each Bay also has a small Cargo Holding/Decontamination Area off to one side.

Fighter Control - SCC (Strategic Command Centre). This centre controls the flight patterns of shuttles and fighters. It is responsible for safe space-traffic in times of emergency around the starbase. In other circumstances, control is maintained at Deck 256.

Primary Fighter Hangar (ceiling is two decks high for fighter clearance), Pilot Briefing Room, Wing Commander's Ready Room and Lockers.

Main Summit Chamber. A desk/table is positioned on the floor of this large chamber, where the moderator/chairperson sits. On the left is a podium where speakers can speak from and on the right is a view-screen which can be used for communications and data retrieval. Tiered seats rise up from this lower level in amphitheater style. Each Ambassador/Party has a designated area with a computer terminal, and other conveniences near the front. The Main Summit Chamber seats up to 200.

Ambassadorial Offices, Meeting Chambers, and Diplomatic Residences.

Command Crew's Transporter Room (CCT). This room is used exclusively for quick transport to the CNC. To activate the transport function, the officer steps on the pad, says "Energize", and then appears in the CNC. A security detail is present in this room at all times to prevent tampering with the transporter. Along with the security detail, a transporter technician is present to immediately act should a problem develop. This transporter is similar to an emergency transporter in that the phase transition coils are set for scan-only, although in an emergency they can be made to rematerialise only upon voice authorization of the senior officer present and the Chief Engineer. The transporter has two dedicated pattern-buffers and is 'hard' connected to the emitter pad in the CNC by two redundant sets of waveguide conduits thereby isolating it from any other transporter room. Due to the highly secure nature of this room, it has its own dedicated computer system and power source both of which are completely independent of the bases's systems. Engineering personnel assigned to these systems are required to be screened by Security and must have a security clearance to work on the systems. All engineering work on these systems is visually monitored by a Security officer and personally checked by the Chief Engineer prior to the system being put back into service.
