Promenade Deck, Station House, Chief

The Station House: The Station House is situated
in the middle of the Promenade deck and is surrounded by circles of
buildings extending out to the perimeter of the starbase. The 'House
Is is essentially the police station of the starbase. Visitors are greeted
by a holographic receptionist programmed to answer any questions concerning
the policing of Phoenix, or the whereabouts of any particular
Security Officer. The Reception area of the station is about 15 metres
by 15 metres. At the centre of this floor is the Receptionist's desk
and work area.
Off to the right are a set of stairs leading up
to the on-duty personnel offices, and the brig. To the left is a doorway
to the Security Chief's office.
On the second level are the on-duty personnel offices.
These include desks for Security Officers to file reports, and a small
lounge for on-duty personnel. There is also a small briefing room for
the Security Chief located on this level, containing a small holographic
representation of the base. The user can expand on a certain area, and
even identify specific people's movements (usually indicated with a
red dot). A computer terminal is also present that can access all Security
files.
The third level is a small weapons room and the
Security Team Unit Headquarters. There are currently four specialised
Security teams aboard Phoenix: Alpha, Beta, Gamma, and Delta
team. The first three teams are used for policing Phoenix in emergency
situations. The fourth team, Delta, is strictly an away team escort,
or command crew escort. They also regularly serve as an honour guard
for official functions. On Phoenix, the most prestigious security
post other than Chief is Delta team duty. The weapons room simply contains
all tricorders, armour, clothing, and of course phasers, that a Security
Team may need in an emergency.
The fourth level of the station house is the Brig.
The Brig was designed to be a 'rock'. Of course there have been attempted
breakouts, and all have been thwarted. There are five cells in the Brig,
and one 'drunk tank'. The Brig is the typical Brig used on other Starfleet
installations, however with the technology supplied by Gorvosh Station,
communications through the retaining fields is now impossible. This
additional function of the Brig was originally meant to prevent inmates
from communicating with each other, but was soon found to be a hindrance
to questioning an inmate. Therefore, Engineering has installed another
field, activated if the first is turned off, which is a regular field.
It is only on rare occasions that one of the "silencers" as they have
come to be known, are used. The Brig has an emergency power unit separate
from the rest of the bases systems. This is to ensure that even during
power loss, the Brig is secure.
There are guards in the stairwell on every floor
of the Station House, to guard against attempted breakouts. Indentification
in the halls of the Station House maybe demanded at anytime by these
guards.
The Chief Security Officer's Office located on the
first floor, and is a medium sized office of about 18 x 24 metres. At
the back of the office is a desk on which a computer terminal lies.
On the right is an empty wall meant for momentos and trophies of the
CSO. The other wall is covered with security surveillance equipment
and in the back corner is another hologram projector of the Starbase
to aid in emergency situations. The room also has a small weapons locker.
It is usually up to the particular Chief to decide as to what is located
within this locker.

Main Engineering. Due to the enormous power
requirements of the starbase, the power system is a multi-chambered,
compound, non-propulsive matter/anti-matter reactor producing approximately
ten times the non-propulsive power of a Galaxy-class starship.
This reactor is basically six smaller reactors within a single housing.
With this system, should a problem arise in one part, the MCS can re-route
the necessary reactants away from the affected dilithium chamber to
facilitate normal shutdown procedures.

Emergency Trauma Centre (10 bed). Due to
the distance from other medical facilities, this centre is used for
the stabilisation of injured engineering personnel for transport to
the Main Sickbay on Deck 267. Uses two Emergency Medical Programs (EMH).

Matter/Anti-matter Reaction Chamber (M/ARC).
The M/ARC is a compound unit, using six individual reaction chambers
to increase output and reliability. This system allows a damaged subsystem
to be isolated while the system is adjusted to compensate for the lost
output.
Chief Engineer's Office. The Chief's Office
is about 12 x 20 metres and has a large status display behind the desk
on the back wall. This office also contains readouts on the status of
major systems and subsystems. Also in the room is a reserve tool locker
for use in the event of replicator failure.

Magnetic Constriction Segments (MCS)
[6]. Deck 669 also contains explosive bolts to separate all anti-matter
subsystems in the event of catastrophic failure (these subsystems are
deemed expendable compared to the population of the station). This system
is controlled from the CNC or Chief Engineer's Office. In addition,
Deck 667 has manual ejection controls that are guarded and their use
must be confirmed by the computer and also by the Chief Engineer and
senior officers in the CNC. In the event that the computer cannot locate
command crew, the ejection will take place on the authority of the most
senior officer that the computer determines is still on board. The resultant
shock wave from the detonation of the antimatter has been modelled at
level 7. For this reason there is an impulse engine and navigation controls
to send this area to a safe distance before detonation.
